The central institutions that have hitherto administered and continue to administer the forestry industry—
the Main Forest Administration, the Forest Collegium, and the Forest Engineering Division of the Central Forest Department, together with their respective staffs, appropriations, local organs, logging apparatus, and enterprises engaged in the chemical and mechanical processing of timber—shall be placed under the jurisdiction of the Main Forest Committee.

[Logging Authorities] The Forest Departments attached to the Councils of National Economy, as local organs of the Main Forest Committee, shall in all respects be guided in their activities by the directives and resolutions issued by the Main Forest Committee.

The Main Forest Committee shall consist of six members: a Chairman and four members appointed by the Presidium of the Supreme Council of National Economy, along with one member nominated by the People’s Commissariat for Agriculture. This sixth member shall be appointed by mutual agreement between the Presidium of the Supreme Council of National Economy and the People’s Commissariat for Agriculture.

8. The Main Forest Committee is obligated, within a seven‑day period, to issue detailed instructions regarding the implementation of the present resolution.
