TELEGRAM TO THE EXTRAORDINARY COMMISSAR
OF THE RAILROADS OF THE SOUTHERN FRONT VLADIMIROV
December 25, 1918

I reported your dispatch to the Council of Defense on the question of exerting influence on the Soviets with the aim of their providing workers for clearing the tracks. A resolution has been adopted, which will be communicated immediately by telegraph under the signature of the Chairman of the Council of People's Commissars, the essence of which amounts to the following: to place the most severe responsibility upon the chairmen of the Soviet Councils and Poor Peasants' Committees, and to ensure that no form of settlement with the workers could serve as an obstacle to the successful completion of the work. An order regarding the shipment of coal over the Ryazan-Urals railway will be issued.

Oil-burning locomotives will be dispatched depending upon the utilization of such locomotives on other railways and upon the instructions of the Chief Oil Administration regarding oil consumption. You exercise the right of administration in the administrative-technical respect through the circles of communications and railway commissars.

AND PEASANTS' GOVERNMENT OF UKRAINE

I request that you immediately issue orders to all political military commissars of the Ukrainian army and to all local Soviet organizations in the Ukrainian front-line zone regarding the unquestioning execution of the orders of the Council of People's Commissars' plenipotentiary Schlichter on questions of the export of foodstuffs and sugar. Urgent export is absolutely necessary.

ON FOODSTUFFS IN THE FRONT-LINE ZONE

Entrust the Food Commissariat and the Supreme Council of the National Economy to send to Ukraine and to all other territories liberated from occupation specially appointed persons, in addition to those already sent, in order, by agreement with comrade Krasin's commission, to extract from there all raw materials and all finished products.

* The telegram is a reply to the following request from the chairman of the Vyshny Volochyok district council of the national economy: "In accordance with the resolution of the Council of Defense, military property depots have been sealed, urgent inventories are being compiled. Owing to the outbreak of typhus in the city and district, assuming threatening proportions, the presidium of the district council of the national economy has authorized the release of hospital property to the health department. Taking upon ourselves great responsibility, we petition for your sanction."
