² The directive was written on a telegram from "the manager of the train named after V. I. Lenin" G. V. Skolditsky, sent from the Butyrskaya Prison hospital. Skolditsky explained the reason for his arrest by saying that, unfamiliar with railroad procedures, he had positioned the train at Arzamas station on the first track. Appealing to V. I. Lenin, he requests his release and the restoration of justice and legality.
