Detailed instructions have been adopted for the advancement of echelons, and together with the Revolutionary Military Council of the Southern Front an order has been issued that improves the situation of the railway workers... I received a notification that the issue of the All-Russian Evacuation Commission* is being discussed today in the Council of Defense...
