FROM THE RESOLUTIONS OF THE COUNCIL OF DEFENSE
December 18, 1918
ON THE REPORT OF I. V. STALIN
ON PROVIDING THE RED ARMY WITH QUARTERS
To approve and publish**.
* On December 18, a report was received from Dvinsk announcing the commencement of the evacuation of German troops from Vilnius and the establishment there of a Council of Workers’ Deputies (see Izvestia, No. 278, December 19, 1918).
** The Resolution of the Council of Defense was published in Izvestia, No. 278, December 19, 1918, signed by V. I. Lenin and I. V. Stalin.
The Resolution stated:
“In order to provide the Red Army with the necessary quarters,
the Council of Defense resolves:
1. Under the People’s Commissariat for Military Affairs, a Central Commission for the Procurement of Quarters for the Red Army shall be established within three days, comprising representatives from the People’s Commissariat for Education, the People’s Commissariat for Military Affairs, the Housing and Land Department, the Moscow Military District Commissariat, and the All-Russian Central Committee of the Communist Party.
2. The Central Commission for the Procurement of Quarters for the Red Army is charged with: a) utilizing vacant, closed

ON DETERMINING THE SIZE OF THE ARMY IN ACCORDANCE WITH THE COUNTRY’S RESOURCES
The Council of Defense approves, for the immediate future, a plan to form an army of one and a half million men and 300,000 horses.
ON THE CONSTRUCTION OF A NEW ARTILLERY FACTORY
IN THE VOLGA REGION
The Chief Artillery Directorate is instructed to submit, by Wednesday, a report on the state of our army’s armament supply and on its production capacity.
