You sit down firmly on the garrison: we shall give you all directives and authority from the Central Committee.

Seated. There existed 11 "cultural-educational" and "political" organizations serving the garrison. We merged them. Created a special group with Myasnikov. Report twice a week. We are reducing the Soviet apparatus.

Splendid. Really, all now rests with the army. Only do not weaken!
