3, [5)] Warn the Central Forest Department of the Commissariat of Agriculture that, in the event of further red tape and even one more complaint from the Forest Collegium, the staff of the Central Forest Department will be arrested and brought to trial.
4) 5) Entrust [Delegate] to the Forest Collegium the right to verify the presence of warehouses of all departments with respect to saws and axes (i.e., to allow inspection of books and warehouses).
V. Ulyanov (Lenin)
1 The fuel issue was discussed at the first meeting of the Defense Council on December 1, 1918. It was decided to refer the issue for discussion to a commission consisting of Lenin, Rykov, Radchenko, Volkovsky, and Nevsky. A meeting of the commission chaired by Lenin took place on December 2, 1918 (Arch. IMEL Protocol of the meeting of the commission on the fuel issue of December 2, 1918). The draft written by Lenin was adopted by the commission and entered into the minutes of its meetings. The entire text of the document is written by Lenin in indelible pencil on both sides of a large sheet of paper. The signature and date are written in red ink.
2 All the names of the speakers, with the exception of the last two, were apparently crossed out by Lenin after their speeches.

Individual points of the resolutions were initially renumbered by Lenin in sequential order; then, separating the first two points with double square brackets, Lenin crossed out the numbers "3, 4, 5, 6", renumbering them again, independently of the numbering of the first two points, with the numbers: "1, 2, 3, 4". In the protocol of the commission on fuel, the last four points are highlighted under a special heading:
"Resolutions of the Commission, having the force of resolutions of the Defense Council."

The State Bank delayed the issuance of banknotes from the special monetary fund reserved for Glavleskom [Main Forestry Committee].
