The printed document presents a draft outline of a speech and a proposed resolution of the Council of People’s Commissars, formulated in connection with the discussion of the report submitted by the representative of the Central Textile Industry concerning the financing of the Central Textile Industry at the Council of People’s Commissars’ meeting on December 14, 1918. According to the minutes of the Council of People’s Commissars (No. 234, dated December 14, 1918), the discussion of the question of financing the Central Textile Industry proceeded according to the plan outlined by Lenin. The resolutions of the Council of People’s Commissars on this matter were shaped on the basis of Lenin’s proposals.

Lenin crossed out the text of points 1 and 3. A comparison of this text with the resolution recorded in the minutes suggests that, in his own draft, Lenin retained only those points that were ultimately adopted by the Sovnarkom.

Refer the matter to a commission composed of representatives from the [Trade] Commission and the [Industry] Commission, as well as from the [Fuel] Department of the V.S.M. [Economic] Bureau.
Require the commission, should it fail to reach consensus, to submit, within the shortest possible timeframe—by Sunday morning, two days hence—a pair of reports, inviting representatives from the factory and plant committees to attend the SNK commission meeting.

After the October Revolution, the bourgeoisie continued for some time to hold in its hands certain regulatory bodies of industry—organizations established at the time specifically for military purposes, such as the Osotop (Special Fuel Department), Metop, and others. The All-Russian Central Executive Committee had to fight hard to seize control of these organizations, to restructure them, and to transform them into organs of proletarian regulation of industry, operating according to a clearly defined plan. The draft resolution presented here was proposed by Lenin and adopted at the SNK meeting on December 28 (15), 1917, following a report by

I. G. Smidovich, Chairman of the Presidium of the All-Russian Central Executive Committee, on the reorganization of Osotop (see Minutes of the SNK, No. 26, Item 2, dated December 28 (15), 1917).

On the question of reorganizing Osotop, resolutions were put forward by both Lenin and Smidovich: Smidovich’s resolution received an equal number of votes for and against (+6 and –6), and was therefore, apparently, subject to a revote. In the second round of voting, the resolution proposed by Lenin was adopted.
On the Organization of the Main Peat Committee

AMENDMENTS TO THE DRAFT DECREE ON THE ORGANIZATION OF THE MAIN PEAT COMMITTEE.
April 21, 1918
$ 1. With the aim of achieving comprehensive regulation of the peat industry and increasing fuel production, the Main Peat Committee is hereby established under the Fuel Department of the Supreme Council of National Economy.
All institutions previously involved—and still involved—in peat-related activities, particularly in peat extraction, are to be merged with the Main Peat Committee and immediately begin developing practical methods for integration.

Reconnaissance and detailed surveys of peat deposits, undertaken with the goal of determining their suitability for exploitation, are to be carried out both on the initiative of the [Land] Commission and on the initiative of the Main Peat Committee, with both agencies required to act in coordination and in close cooperation, without fragmenting the unified effort.

The Main Peat Committee shall comprise
all specialist representatives from the various commissions: the Land Commission with a decisive vote, the Labor Commission, the Communications Commission, the Food Supply Commission—with advisory votes.

The draft decree submitted by the All-Russian Central Executive Committee was discussed at the SNK meeting on April 21, 1918. While revising the draft, Lenin wrote his own annotations on separate sheets using a chemical pencil. The All-Russian Central Executive Committee’s draft was adopted as the basis. The amendments proposed by Lenin and accepted by the SNK were incorporated into the decree published in Izvestia of the All-Russian Central Executive Committee, No. 81, dated April 24, 1918.

The SNK instructs the rapporteurs to immediately develop a detailed draft of concrete, practical regulations aimed at:
1) increasing fuel production,
2) economizing fuel consumption,
3) the compulsory, rational allocation of technical resources to regions or districts engaged in fuel production, as well as
4) popular agitation and propaganda emphasizing the importance of conserving fuel.
