TELEGRAM OF V. I. LENIN and I. V. STALIN
TO THE SAMARA PROVINCIAL MILITARY COMMISSAR FOR UKRAINIANS
OF THE SAMARA REGION

We consider it necessary to report in response to the telegram of the Ukrainians
of the Samara Region that, in view of the influx of Ukrainian volunteers
and the abundance of mobilized men in Ukraine itself, who have not yet
received weapons, the worker-peasant government of Ukraine
does not consider it necessary to form
Ukrainians in Russia and send them to Ukraine. Reporting this, we
propose, on behalf of the Council of People's Commissars, to cease sending Ukrainian
units to
Ukraine.

ON SUPPLYING NEWLY FORMED DIVISIONS*

* In a telegram dated December 7, the Commander-in-Chief wrote to V. I. Lenin: "Our
formations... are experiencing a very dangerous and serious crisis due to the lack
of food, clothing and weapons... It must be borne in mind
that our formations are already a month late, and the front currently needs them very much.
We need to take all measures to accelerate the readiness for the campaign of all our formations.
