We consider it necessary to state in reply to the telegram from the Ukrainians of the Samara region that, in view of the influx of Ukrainian volunteers and the abundance of mobilized men in Ukraine itself who have not yet received weapons, the worker-peasant government of Ukraine does not consider it necessary to carry out the formation of Ukrainians in Russia and their dispatch to Ukraine. Informing you of this, we propose, on behalf of the Council of People’s Commissars, to cease the dispatch of Ukrainian units to Ukraine.
