Convene a full meeting of the Petrograd Soviet and carry out revolutionary measures to combat speculators and to save from famine:

1) Enlist the entire mass of soldiers and workers to form several thousand detachments (of 10–15 persons, and possibly more), which shall be obliged to devote a certain number of hours daily (for example, 3–4 hours) to service in the food supply work.

2) Regiments and factories that do not regularly provide the required number of detachments shall be deprived of bread cards and subjected to revolutionary measures of compulsion and punishment.

3) The detachments must immediately carry out searches, firstly, of railway stations, with inspection and registration of wagons containing grain; secondly, of the lines and junction stations around Petrograd; thirdly, of all warehouses and private apartments.

The instructions for inspection, registration and requisitions shall be drawn up by the Presidium of the Petrograd Soviet with the participation of delegates from the district Soviets or by a special commission.

4) Speculators caught red-handed and fully exposed shall be shot on the spot by the detachments. The same punishment shall apply to members of the detachments found guilty of dishonesty.

5) From the total number of revolutionary detachments, the most reliable and best-armed detachments shall be selected for the most extreme measures to save from famine, to be dispatched to all stations and to all uyezds of the main grain-supplying gubernias. These detachments, with the participation of railwaymen appointed under the authority of local railway committees, shall be charged, firstly, with control over the movement of grain freight; secondly, with control over the collection and delivery of grain; thirdly, with taking the most extreme revolutionary measures against speculators and for the requisition of grain stocks.

6) When drawing up any report of requisition, arrest or execution, the revolutionary detachments shall enlist attesting witnesses, no fewer than six, chosen without fail from the poorest population in the immediate neighbourhood.
