REGARDING THE PROVISION OF ASSISTANCE
TO GROZNY AND ITS VICINITY

To the People's Commissariat of Internal Affairs
In view of the extremely critical financial situation of the city of Grozny and its vicinity, you are hereby requested to provide full assistance to the Grozny Soviet, clarifying with its representative Comrade Pinson 1 the extent of the aforementioned Soviet's need for funds, and to forward the necessary sum through the Revolutionary Military Council of the Caspian-Caucasus Southern Front 2 to its destination.

1 On December 15, 1918, V. I. Lenin has a conversation with B. D. Pinson, a representative of the Grozny Central Soviet, listens to his report on the situation in Grozny, surrounded by troops of interventionists and White Cossacks, and signs orders to the People's Commissariats of Internal Affairs, Food, and the Main Committee of the Paper Industry.
2 Refers to the Revolutionary Military Council of the Caspian-Caucasus Department of the Southern Front. On November 28, 1918, the Administration of Affairs of this department sent the following letter to the Chairman of the Council of People's Commissars, V. I. Lenin, regarding B. D. Pinson: "Dear Comrade. I am forwarding to you Comrade Pinson, an employee on the summer trip to the North Caucasus for grain, and who, due to recent events, spent the entire 3-month siege in Grozny and its environs. He is a delegate of the central Grozny Soviet for the purpose of obtaining money, medicines, manufactured goods, etc. for this important area for us.
Please provide the comrade with all possible assistance. All funds can be sent through the Revolutionary Military Council. With comradely greetings, A. Shlyapnikov."
