## ON PROCUREMENT IN THE FRONT-LINE ZONE
(RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS, DECEMBER 2, 1918)

The Council of People's Commissars at its session of December 2 of the current year resolved:

The procurement of foodstuffs and forage for the army in the front-line zone shall be conducted under the direction of front commissions composed of a chairman appointed by the Council of People's Commissars upon the recommendation of the Central Commission for Supplying the Army with Foodstuffs, and one authorized representative each from the People's Commissariat of Military Affairs and the People's Commissariat of Food.

The front commissions, being organs of the Central Commission, work under its general direction and in turn direct the work of army and district military-food commissions, created from top to bottom on analogous principles and so arranged that no division or separately operating military unit remains outside of living and direct contact with the network of military-food organization.

Divisions and smaller military units, in the event of advancing forward, shall conduct the procurement of foodstuffs by their own forces and means, pending the restoration of their connection with the network of military-food organization and the possibility of being supplied through its mediation.

TELEGRAM TO ALL MILITARY COMMISSARS OF DISTRICTS
December 4, 1918

Until further notice, conscription into the Red Army and into reserve labor units shall be suspended for those currently employed in the following work: lumberjacks, wood haulers, peat haulers, and coal miners.

All specialists and responsible employees in wood procurement are released from conscription upon petitions of the Forestry Board and its local organs provided they entered employment before December 1. Details will be communicated additionally.

In the resolution of the All-Russian Central Executive Committee on this matter, it was stated: "By Decree of the All-Russian Central Executive Committee of September 2 of the current year, the Soviet Republic is proclaimed a military camp. This resolution must now be carried out in all branches of economic activity and state administration.

It is necessary to assure the supply of the army, and for this to increase labor productivity.

It is necessary to supply the army and fleet, as well as Moscow, Petrograd, and all other centers of formation and labor, with foodstuffs.

For this it is necessary to compel all food and railroad organs in the center and on the ground to work with the highest tension and highest conscientiousness.

Not only in the army and fleet, but also in food and transport affairs, as well as in the sphere of military industry, there must be—
