On the basis of articles 15 to 18, adopted by the Council of People's Commissars
on November 21, of the decree on the organization of supply, it is necessary to re-
establish the Northeastern Union of Cooperatives with all its branches and institutions, the Kama-Ospinsk Union, the Upper Kama
Association and all nationalized cooperatives in general.
All premises, warehouses, printing houses and other property must be returned to them. All goods and capital should be returned, a
report should be submitted on what has been spent. In the future, the lawful activities
of cooperatives should be assisted. At the same time, take measures for factual control and for the introduction
of Soviet-minded comrades into the boards through the organization
of re-elections after proper preparation. The restoration of co-
operatives is entrusted to the Gubernia Sovnarkhozes, Gubernia Food Committees and Uprod-
koms under the control and responsibility of the Executive Committees. [1333/т]

At the end of 1917, at the beginning of 1918, at the 3rd All-Moscow
Conference of Factory Committees, a commission was elected
to participate in the work of the then-existing Food
Committee. The commission's work proceeded in unfavorable conditions, mainly because its functions were not
specified and it had to work with an apparatus that sought not to introduce the working group to the matter (see "Protocols of the 4th Conference of Factory Committees and Trade Unions
of Moscow." M., 1918 - 1919, pp. 62 and 67). In the middle of 1918,
the Food Committee was reorganized into the food department of the Moscow Soviet of Workers' Deputies, headed by
communists, but the apparatus as a whole, in its overwhelming majority,
consisted of old officials, and the working group continued
to be insufficiently utilized.
At a meeting of the communist faction of the food department
of the Moscow Soviet on November 24, devoted to the discussion
of the department's work, a delegation was elected to Lenin to
inform him of the state of affairs and receive directives. Apparently,
during the conversation with the delegation, Lenin made notes on the protocol,
which give an idea of the nature of the negotiations. Below
are excerpts from a copy of the protocol in which there are
underlines by Lenin; the notes in Lenin's handwriting are reproduced on the right in large print.
