Voronezh. Predrevvoyensoviet of the Republic to Trotsky

We received an unbelievable telegram from Tsaritsyn about the removal of Voroshilov and the appointment of Zhloba in his place. The telegram is signed: Vatsetis, Aralov. We ask you to explain the misunderstanding.

1* On the same day L.D. Trotsky replied: "The order concerning Zhloba was all the more surprising to me because I explained to Vatsetis the reason why I had recalled Zhloba - at the unanimous insistence of Voroshilov, Okulov and Mezhlauk. There was no ill will here, but the impulsiveness of one and the lack of character of the other. Under the chief commissar needed a firm and tactful commissar, but where to get him?
