To establish at the Podolsk factory, in the execution of work, the same methods of labour intensification as have been established at the Tula cartridge and arms factories.

To instruct the Extraordinary Commission for Army Supply to take all measures to accelerate the setting-up of new production and to report weekly on the state of work to the Defence Council.

b) To instruct Comrade Krasin to ascertain how best to utilise the remaining machine tools in Podolsk.

To establish a military regime, i.e., a regime of strict labour discipline, corresponding to the situation of a country which the bandits of imperialism have forced to be turned into a military camp.

To carry out the indicated measures, the closest unification of the military department, the Extraordinary Commission for Production, the departments of communications and food supply is necessary, in common work for the sake of common practical tasks.

To this end, the All-Russian Central Executive Committee of Soviets resolves to establish a Council of Workers’ and Peasants’ Defence under the chairmanship of Comrade Lenin, as Chairman of the Council of People’s Commissars.

Comrade Stalin joined the Defence Council as a representative of the All-Russian Central Executive Committee.
