¹ The following telegram was received by Lenin from A. I. Yemshanov:
“Moscow. Food Commissariat. Copy to Council of People’s Commissars. Perm, army commander, Ural Supply, Gubernia Food Committee, Vyatka Gubernia Food Committee. I report that the Perm railway is on the verge of a stoppage. For the month of November, the railway, with two hundred thousand mouths to feed, has received only thirteen thousand poods of grain instead of eighty thousand poods. The local food organisations are powerless to help and refuse grain. From the line I receive dozens of telegrams daily that employees and workers are abandoning their jobs in their hundreds and going off to look for bread. The situation can be saved only by the immediate dispatch to the railway of a through train with bread. Yemshanov.”
A. I. Yemshanov was a prominent transport worker. Commissar of the Perm Railway; head of the production department of Tsektrad. At present one of the leaders of the Chinese Eastern Railway.
