I fully sympathize with your plan to release prisoners of war, but only necessarily gradually and exclusively those who have been genuinely well propagandized. Telegraph me immediately, if necessary in cipher, how many prisoners of war you have, of what nationality, and how many of them have been propagandized.

ON THE SITUATION OF MILITARY-SANITARY AFFAIRS IN THE RSFSR
(DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS, 28 NOVEMBER 1918)

a) Adopt the following decree:

In view of the mass influx of prisoners of war requiring bed treatment, military and civil authorities are instructed, in districts where evacuation points are located, to immediately provide medical institutions with hospital beds in an amount one and a half times the number of existing beds, without hesitation, in extreme cases, proceeding to the occupation of educational institutions.

This decree is put into effect by telegraph.

b) Charge the Commissariat of Health and the Commissariat of Public Education to work out by tomorrow an instruction: 1) on the conditions under which one may take premises of educational institutions for hospitals; 2) on supervision of the implementation of these conditions and on the responsibility of the Commissariats of Health and Public Education; 3) on the necessity of doubling and tripling educational institutions and offices.

TELEGRAM TO THE COMMANDER-IN-CHIEF

With the advancement of our troops westward and into Ukraine, regional temporary Soviet governments are being established, called upon to strengthen the Soviets on the ground. This circumstance has the good aspect that it deprives the chauvinists of Ukraine, Lithuania, Latvia, Estonia of the possibility of viewing the movement of our units as an occupation, and creates a favorable atmosphere for further advancement of our troops. Without this circumstance our troops would be placed in an impossible position in occupied regions, and the population would not greet them as liberators. In view of this we request that [the text continues]
