0 PROVISIONS REGARDING MILITARY-HEALTHCARE AFFAIRS IN THE RSFSR (RESOLUTION OF THE COUNCIL OF PEOPLE’S COMMISSARS, 28 NOVEMBER 1918)
a) To adopt the following resolution:
In view of the massive influx of prisoners of war requiring hospital care, military and civilian authorities in the areas where evacuation centers are located are hereby instructed to immediately secure medical facilities with a bed capacity one and a half times greater than the number of beds currently available therein, not hesitating—even in extreme cases—to requisition educational institutions for this purpose.
This resolution shall enter into force by telegraph.
b) To task the People’s Commissariat of Health and the People’s Commissariat of Public Education with drafting, as early as tomorrow, an instruction: 1) outlining the conditions under which educational institutions may be repurposed as hospitals; 2) establishing mechanisms for monitoring compliance with these conditions and defining the responsibilities of the People’s Commissariats of Health and Education; 3) stipulating the necessity of doubling and reorganizing educational institutions and administrative offices.
