Wishing well for all the people of Russia—especially the poor and the working class—I humbly request Your Excellency to graciously grant me a date and time for an audience, so that I may outline a method for regulating and reducing prices, as well as for ensuring the equitable distribution of all consumer goods throughout the country, without exception and without queues.
