I request approval in a favorable sense of the proposal by the **Central Bureau of Occupied Countries** regarding the formation of Polish and Lithuanian shock battalions, particularly concerning the Western Brigade on the Southern Front. I remind the Revolutionary Military Council of our decision.

* On November 13, 1918, Lenin received the following telegram from Unecha: "Representatives of the revolutionary soldiers of Germany, delegates of the Lyshchichy Council of Soldiers' Deputies, together with the Unecha organization of the RCP(b), greet in your person the world revolution. Representatives of the revolutionary German troops of the village of Lynshchy (signatures). Chairman of the Unecha organization of the RCP(b) Ivanov. Revolutionary Committee Lind. Commander of the Bohun Regiment Shchors" ("Documents on the History of the Civil War in the USSR," vol. I, 1940, p. 425).  

** The Central Bureau of Communist Organizations of the regions of Ukraine, Belarus, Lithuania, Latvia, Estonia, Poland, and Finland occupied by German invaders was established under the Central Committee of the RCP(b) at a conference in Moscow in October 1918.
