1 During the discussion at the sessions of the Council of People's Commissars on November 12 and 21, 1918, of the draft decree on the organization of supply, the following resolutions were adopted, formulated, in all likelihood, by Lenin:
"a) To entrust the Commissariat of Food with the preparation in two days of a series of practical measures:
1) To increase the number of Soviet shops and warehouses and to bring this number to such a size that it would be possible, without prejudice to the population, to close all private shops;
2) To the complete merger of cooperatives and Soviet shops and warehouses into a single supply apparatus under the full control of the Soviet authorities;
b) To form a commission consisting of Comrades Frumkin, Larin and Krestinsky, which shall by Saturday establish the procedure for the municipalization and nationalization of private trade and the procedure for supplying the population with products through the Soviet and cooperative shops united by Soviet bodies” (protocol of the Council of People's Commissars “No. 220, arch. I. L. No. 12032).

People's Commissariat of Food and Supreme Economic Council simultaneously with the publication of the decree on the organization of supply to publish a list of goods.
b) To oblige the People's Commissariat of Food and the Supreme Economic Council and the Commissariat of Labor to issue instructions on the procedure for involving cooperatives in the supply and control over them” (protocol of the Council of People's Commissars No. 224, arch. I. L. No. 12062).
