I order the immediate publication in the Tula Soviet organ of the following directive:

**First.** All orders previously issued by the Extraordinary Commissar for Food Supply Schlicht­er³ are confirmed by the Council of People's Commissars and are subject to strict execution.

**Second.** Directives of the Tula Provincial Executive Committee and Tula Provincial Food Committee that contradict the directives of comrade Schlicht­er are hereby rescinded. Those guilty of obstructing Schlicht­er's directives shall be brought before a military-revolutionary court.

**Third.** By decree of the Council of People's Commissars, Schlicht­er alone is the Extraordinary Commissar for Food Supply in Tula Province, and no one else has the right to bear this title. Schlicht­er possesses full power in all matters relating to food supply and transport, and all Soviet institutions and public organizations without exception are subordinate to him.

**Fourth.** This present directive is to be transmitted immediately by telegraph to all district executive committees and food committees for their information and execution.
