DRAFT THESIS OUTLINES
RESOLUTIONS ON THE STRICT OBSERVANCE OF LAWS
November 2, 1918
I. Legality must be elevated—or strictly enforced—since the foundations of the laws of the RSFSR have been established.
II. Emergency measures to combat counterrevolution must not be confined by law under the following conditions:
(a) A precise and formal declaration by the relevant Soviet body or official stating that the exigent conditions of civil war and the struggle against counterrevolution necessitate a departure from the bounds of the law; (b) Immediate written notification of such a declaration to the SNK, with a copy forwarded to local authorities and to any other bodies concerned.
