of A. N. Vinokurov's report "On Exempting Specialists Working at a Prosthetic Plant from Conscription."
The note to G. I. Petrovsky was written by Lenin, apparently at the same
meeting of the Council of People's Commissars (October 24, 1918), at which Lenin wrote
an order to the secretary: remind about the request of the Samara Revolutionary Committee.
