Comrades Sverdlov and Trotsky, Things have "accelerated" so much in Germany that we cannot lag behind. And today we are already lagging.

We must convene tomorrow a joint session of the
Central Executive Committee
Moscow Soviet
District Soviets
Trade Unions and so forth and so forth.

To deliver a series of reports on the beginning of the revolution in Germany.
(The victory of our tactics in the struggle against German imperialism. Etc.)
To adopt a resolution.

The international revolution has drawn so close within a week that we must reckon with it as an event of the coming days.

No alliances either with the government of Wilhelm or with the government of Wilhelm II + Ebert and other villains.

But to the German working masses, to the German laboring millions, when they have begun their spirit of rebellion (so far only in spirit), we offer a fraternal alliance, bread, military aid—
we are beginning to prepare.

We will all die so as to help the German workers in advancing the revolution that has begun in Germany.

Conclusions: 1) tenfold greater effort in obtaining grain (clear out all reserves both for us and for the German workers).

2) tenfold greater recruitment into the army. We must have an army of 3 million by spring to aid the international workers' revolution.

This resolution must go out to the entire world by telegraph Wednesday night.

Set the meeting for Wednesday at 2 o'clock. We will begin at 4; give me the floor for a quarter hour for opening remarks; I will arrive and return. Send a car for me tomorrow morning (and say only over the telephone: agreed).¹⁸⁵
