KRESTINSKY'S REPLY.
The Commission yesterday adopted with insignificant amendments 
the draft decree and instructions. Unfortunately, neither I nor 
Chutskaev1 have a copy with us. I can deliver it to you tomorrow morning * (without the final...)** in the evening or Thursday morning*** we will submit it, and Thursday evening it will be possible to consider it.

LENIN'S QUESTION.
Has § 17 of the law on the socialization of land been taken into 
account? 2

KRESTINSKY'S REPLY.
It is mentioned both in the explanatory note and in the text of the law. 3 
This is the only point of disagreement in the inter-departmental com­
mission, since agriculture and partly the control—with the exception 
of this, in their opinion, demagogical and spurious reference.

1 Chutskaev, S. E. (b. 1876)—party member since 1903. After the October 
Revolution chairman of the City Soviet in Yekaterinburg, commissar of the 
Urals Regional Soviet; in August 1918 at the summons of the Party Central 
Committee came to Moscow and worked as a member of the collegium, and then 
as deputy People's Commissar of Finance until February 1921. From 1921-1922 
in Siberia member of the Siberian Revolutionary Committee, from June 1922— 
member of the collegium of the People's Commissariat of Finance, member of 
the collegium of the Central Control Commission and the Workers' and Peasants' 
Inspectorate. At present a member of the Presidium of the Central Executive 
Committee of the USSR.
