Why is the work not proceeding in Yelets district? This troubles me greatly, and even more so does your "skirting around" this question.

It is clearly not proceeding. Out of 19 volosts with committees of the poor—not a single clear, precise report!

Not one £,* how many carloads and for what time periods?!!

Not a single volost (and it should be all 19) has been sent 3–5 capable workers from Petrograd (with 15–50 assistants from Moscow). Nowhere is there data showing that the work is actually moving!
