To Tsyurupa:
(1) This is an absolute scandal, a furious scandal—how can it be that there is bread in Saratov, yet we are unable to transport it out!! Should we not dispatch 1–2 food supply officers to each key railway station? What else can be done?
(2) Draft a decree: In every grain district, 25–30 hostages should be selected from among the wealthy, who shall personally guarantee, with their lives, the collection and storage of all surplus grain.
(3) Urgently order Popov to prepare, without delay: district-level mobilization plans.
That is to say,
a certain amount of surplus grain must be secured in each district.
How much should each district contribute?
