The document being printed is a preliminary draft by Lenin of those "basic Financial tasks" that Lenin called on the congress of representatives of the Finance Departments of Soviets to discuss, with the aim of decreeing them, in his speech at the congress on May 18, 1918. (see Works, vol. XXIII, pp. 18-21).

Based on Lenin's directive to the All-Russian Congress of Representatives of the Finance Departments of Soviets "to put the issue of introducing income and property tax on the immediate agenda," the congress elected a special commission to develop a system for collecting income tax. The results of the commission's work were reflected in the decree of June 17, 1918 "On the amendment and addition to the decree of November 24, 1917 on the collection of direct taxes" (published in "Izvestia VTsIK" № 126 of June 21, 1918).

The decree "On labor books for non-workers" was approved by the Council of People's Commissars on October 5, 1918, published (with the caveat: "pending the issuance of a law on universal labor service" in "Coll. of Laws and Disp." № 73, article 792. The development of this decree was outlined by Lenin in the mid-December 1917, in points a and b of his "Draft decree on the socialization of the national economy" (see Works, vol. XXII, p. 110). This issue was also discussed at a meeting of the Supreme Council of National Economy with the participation of Lenin on March 27, 1918. Theses proposed by V.I. Milyutin were heard. After a long discussion of them, in which Lenin also participated, it was decided: to introduce labor service for workers for the time being, to register them with the help of work books and to instruct comrade Larin to develop a draft work book for the rich. Lenin returns to this issue in a more expanded formulation in his programmatic article "The immediate tasks of Soviet power" (see Works, vol. XXII, pp. 419-444) and, finally, in his speech at the All-Russian Congress of Representatives of the Finance Departments of Soviets - May 18, 1918. A detailed decree on the introduction of labor service was published on December 10, 1918 in "Coll. of Laws and Disp." № 87 - 88, article 905 ("Code of Labor Laws"; section I).
