Justification of the date: The draft resolution of the Council of People's Commissars on potato prices (see below) was written by Lenin on August 22, 1918. The note we are publishing apparently preceded the aforementioned document.
ON POTATO PRICES.

DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS
[August 22, 1918]
1) Postpone the introduction of fixed prices on potatoes. Raise this question again on September 15 to October 1.
2) Instruct the Central Statistical Administration:
Immediately mobilize all the forces of the statistical apparatus for (a) accounting for the potato harvest;
b) accounting for and registering medium and large potato growers
first and foremost, in the Moscow region, the most potato-growing, governorates;
then, in the remaining potato-growing governorates.
Demand from the head of the Central Statistical Administration a report on the measures taken tomorrow, on Friday, and then twice a week.
3) Instruct the Commissariat of Food (with the participation of the Commissariat of Internal Affairs and the Moscow Soviet) to urgently discuss how to introduce the requirement of personal receipts (from the potato owner who sold it), as a condition for the free transport of potatoes by cart, by rail, and by water.
4) Instruct the Commissariat of Food to immediately mobilize the maximum forces to organize by August 25 an urgent and mass purchase of at least 20-40 million poods of potatoes at free prices and transport them to the state warehouses of the capitals and military bases.
5) To attract massive labor forces for this through trade unions and Soviets of industrial governorates.
