* LETTER TO THE PEOPLE'S COMMISSARS REGARDING THE DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS ON REPORTS FROM THE PEOPLE'S COMMISSARIATS.

I take the liberty of expressing the following wishes on the question
of the implementation of the decree of the C. P. C. of 29/8 on reports within a week:
In the reports, which should be the most popular, it is especially necessary to note
a) improvement
in the situation of the masses (increase in wage payment for workers[,] popular teachers, etc.)
b) participation of workers in management (personally outstanding workers
and workers' organizations, etc.)
c) likewise — the poorest peasants and assistance to the Soviet power
in the struggle against the kulaks
d) expropriation of landlords, capitalists, traders,
financiers, etc.
The main task is to show concretely, by facts, how exactly the Soviet power has taken certain steps (the first)
towards socialism.
