The internal conflicts among communists are deeply lamentable. It would be a disgrace if these disputes were not resolved without delay. Immediately appoint a commission tasked with settling matters within two days—perhaps by dividing the counties among the most prominent party members, thereby separating those who are at odds. Transmit the commission’s decision via telegraph. [731/741]
1 This telegram was, at some point, transcribed onto another telegraph form, bearing the address “Penza Communists.” The telegrams were submitted simultaneously.

TELEGRAM TO THE PENZA GOVERNORATE EXECUTIVE COMMITTEE.
August 29, 1918
Penza. To the Governorate Executive Committee.
Copy to the Guberniya Committee of the Communists.
I am utterly outraged that absolutely nothing concrete has been accomplished regarding the decisive, relentless measures of pressure and confiscation of grain from the kulaks across five volosts. Your inaction is criminal. All available resources must be concentrated on a single volost—and every surplus of grain there must be seized. Please telegraph confirmation of implementation. [702]
Chairman of the Council of People’s Commissars, Lenin.
