AMENDMENTS TO THE DECREE ON THE ACCOUNTING AND DISTRIBUTION
OF ORE AND METALS 1.
August 21, 1918.
1.
[Supplement to the resolution of the Supreme Council of National Economy of December 18, 1917,]
Council of People's Commissars resolves] [confirms that
all ferrous, non-ferrous metals, alloys and heavy ores, as well as accounting,
distribution, transport and requisition of them1, that accounting and distribution
among all institutions and enterprises of all ferrous, non-ferrous metals, alloys and heavy ores are subject
exclusively to the jurisdiction of the Sub-Department of accounting, distribution and
sale of heavy ores and metals ("Prodrasmet") under the Department
of Metal of the Supreme Council of National Economy.
2. Consequently, all state, public and
private organizations and individuals, regardless of citizenship (sub
jecthood)*, must obey the orders of the named Sub-Department
and submit to it the necessary data, in fulfillment of the tasks assigned to it.
3. Institutions, organizations and individuals acting contrary to
this decree will be brought to trial and punished with the full severity of revolutionary laws, [as violating the work
of the regulatory bodies of the state and undermining its economy at the root**.]

writer. The amendments and date were written by Lenin in ink. The draft decree was discussed and approved at the meeting of the Council of People's Commissars on August 27, 1918. The decree was published in "Izvestia of the All-Russian Central Executive Committee" No. 186 of August 30, 1918 under the
heading: "On the concentration of accounting and distribution of metals under the jurisdiction of the sub-department of accounting, distribution and sale of heavy ores and metals under the Department of Metals of the Supreme Council of National Economy."
