They complain that you are not giving the text of the new money, hindering the preparation of samples and their assay. Give it immediately, retaining the old text regarding exchange for gold (with the suspension of exchange by special decrees).
Make the Soviet inscription*.
1) Give actual samples to the best experts.
2) Order counterfeiting of them.
3) Have the Collegium at the
People's
Commissariat of Education order drawings (of all denominations).
4) Instruct^ Popovitsky to draw up a calculation:
(a) How much can be produced per month of such credit notes, with the usual, i.e., normal distribution
of denominations (a1) on Orlov machines (a2) on ordinary flat machines
(a3) high denominations (i.e., denominations of high value) on Orlov machines, low denominations on ordinary flat ones?
(b) What is the cost of new credit notes compared to old ones?
(c) When exactly will it be possible to make the clichés (i.e., how many days after the approval of the drawing) and in what timeframe to begin production of new credit notes?
(d) Will the new method require new materials and auxiliaries, etc., compared to the old one?
How much will a blank cost (for all official papers of the Soviet authorities)?

NOTE TO A. D. TSIURUPA
July 1918
Comrade Tsiurupa! You look ill. Without losing time - go on a two-month vacation. If you don't promise accurately, I will complain to the Central Committee.

This note is a response to the proposal of the People's Commissariat of Finance:
"If the old inscription is satisfactory, it can be taken from any old credit note."

NOTES
No earlier than August 26, 1918
Merchant Antonov - a large fish industrialist (/{ Rasin
knows him ) has brought 140 railcars of fish (where? from where?),
selling to Peter at 240 rubles per pood.
Gorky proposes to take this fish from him, in order to help
the arch-starving Petersburg workers.
My permission is required to transport to Peter:
1) It is necessary to give permission in the name of Makhlin and Antonov.
Makhlin is one of the Petersburg grain dealers (Andreeva vouches
that there is no speculation in this case) - and
2) pay in Peter at 240 rubles (without advances);
3) She vouches (she), that it is not higher than the state price.
Gorky asks to place N. M. Romanov and G. M. Romanov (own brothers) under his surety.

In a letter to Clara Zetkin on July 26, 1918, V. I. Lenin wrote: "They have just brought me a new
state seal. Here is the impression.
The inscription reads: Russian Socialist Federative Soviet
Republic. Proletarians of all countries, unite!" (Lenin Collection
XXI, p. 249).
