Egorov concerning the necessity of immediately unifying the management of combat operations of troops in one hand, of appointing a Supreme Commander-in-Chief responsible to the Soviet of People's Commissars, and of forming the Staff of the Supreme Commander-in-Chief.
2 I. I. Vatsetis — colonel of the old army. After the October Revolution went over to the side of Soviet power. Participated in suppressing the Left SR rebellion in Moscow as commander of the Latvian Rifle Division. Later was commander of the Eastern Front, and from September 1918 to July 1919 — Supreme Commander of the Armed Forces of the RSFSR.

They are not authorized to do this individually.
A general [credential] must be given1.

1 This concerns the issuance of credentials to members of the Turkestan expedition on irrigation. A. I. Rykov in his note to V. I. Lenin reports on the desire of the expedition's participants to have credentials individually in case they travel to different places in Turkestan, and along with this proposes to issue a general credential.

OF TAMBOV PROVINCE

Moscow, TsIK, TO LENIN. The Seventh Company of the First Workers' and Peasants' Socialist Regiment, volunteers of Usmansk district, standing in forward trenches on guard of the revolution, is deeply outraged and protests against the accusations being brought and the removal of a steadfast fighter for the proletariat and the conquests of the October Revolution, chairman of the Usmansk Soviet Ispolatov. Curses upon those who have betrayed and abandoned an honest old Communist who desired only the good of the poorest peasantry and workers.

1 V. I. Lenin requests the opinion of the deputy commissar of food supply N. P. Bryukhanov on a report concerning the results of an inspection of the conduct of potato procurement operations. In his reply, Bryukhanov reports that in the majority of cases the orders of the People's Commissariat of Food Supply coincide with the proposals in the report and are used in many respects. On August 28, 1918, this question was considered at a session of the Council of People's Commissars.
