I will now speak on the telephone with the military about all your requirements.2 For the time being, I advise you to appoint your own commanders and to shoot the conspirators and waverers without asking anyone and without allowing any idiotic red tape, and for getting a reply from me either wait at the telegraph office, or set up a duty roster in shifts, or appoint a time every one or two hours. I have just spoken with Aralov,4 and everything is already being done, according to his words, for sending you shells. The loading is starting today, so it should be finished in 2-3 days. Act more energetically against the kulaks.

The text is illegible, and there is a note: "L* 331" (apparently, the telegram number) with the same date and time). The text of the telegram is written on the blank form of the Chairman of the Council of People's Commissars.
