Penza
Provincial Committee, Turlo
Copy to Minkin

I do not understand how Minkin could have refused to carry out the decisions of the provincial committee majority.172 I hope this is merely a misunderstanding. I insist that in this military critical time everyone work together with the greatest decisiveness, submitting to the majority, while conveying conflicts to the Central Committee without halting work.
