appointing your own chiefs and shooting conspirators and
waverers without asking anybody and without allowing any idiotic red tape. As regards receiving a reply from me,
either wait at the telegraph office, or have people take
their turn of duty, or appoint a time in an hour or two.

Loading begins today, so in two or three days it should be
finished. Act more vigorously against the kulaks.
