Comrade Vorovsky!

Please arrange for the enclosed letter to the American workers to be translated into German and copied as soon as possible,1 and send the original to Balabanova.

Regarding the hysterics and other such "affairs," I assure you, you are being overly critical. There was not a hint of panic. No one asked the Germans for "help"; we agreed on when and how they, the Germans, would carry out their plan to advance on Murmansk and on Alekseev. This is a coincidence of interests. Not to utilize this would make us fools. It is not panic, but a sober calculation.2
