Congratulations on energetic suppression of the kulaks and whiteguards in the uyezd. Essential to strike while the
iron is hot and, without losing a minute, organise the poor
peasants in the uyezd, confiscate all the grain and all the
property of the rebel kulaks, hang the kulak ring-leaders,
mobilise and arm the poor peasants under reliable leaders
drawn from our detachment, arrest hostages from among the rich peasants and hold them so long as all surpluses
of grain have not been gathered and delivered in their volosts. Telegraph fulfilment. Send part of the model Iron
Regiment at once to Penza.
