1 Lenin’s inquiry was caused by telegrams from the Tula gubernia executive committee and workers of the mechanical plant “Sotsialist” protesting the illegal decision of the Tula Extraordinary Commission to arrest the head of the gubernia department of the Council of National Economy, E. N. Kislyakov, who had fallen victim to slander by bourgeois elements. The secretary of the labor department of factory and plant committees, P. P. Pyuriyaynen, telegraphed V. I. Lenin on August 13, 1918, that E. N. Kislyakov was not arrested, that he along with the head of the labor department Arsenyev was being sent to Moscow with a detailed report to V. I. Lenin on the affairs of the Tula Council of National Economy and to clarify his own case.
