There is no need to travel to Moscow to deliver a report. It is imperative to remain in Vologda and to marshal all available forces for the immediate, relentless suppression of the White Guards—clearly plotting treason within Vologda—and for the preparation of defensive measures.

* The resolution of the Sovnarkom outlined measures for the establishment of a base in Paratsky Zaton (Kazan Governorate) dedicated to the construction of the Volga Military Flotilla. ** On August 2, 1918, Allied troops landed at Arkhangelsk. On the same day, with the assistance of the interventionists, a White Guard “Government of Northern Russia” was formed in Arkhangelsk. By August 3, Anglo-French occupation forces had launched an offensive along the route Arkhangelsk–Vologda.
