After writing the plan, Lenin immediately began to write the theses (see p. 422), which develop point by point the positions outlined in the final plan.

At the meeting of the Sovnarkom on August 2, 1948, Lenin made a report "on the food theses he had developed." The Council of People's Commissars took note of Lenin's report and resolved: "To place on the agenda for tomorrow, August 3, the projects developed by the Comprod in accordance with these theses" (Sovnarkom protocol No. 470, from August 2, 1948, archive I. L. No. 44770).

Based on Lenin's theses, the Sovnarkom developed and adopted six decrees: Decree No. 1 "On Involving Workers' Organizations in Grain Procurement" — based on points 42 and 43 (this decree Lenin often refers to as the decree on collective trains); Decree No. 2 "Decree on Harvesting and Requisitioning Detachments" and Decree No. 3 "Regulations on Blocking and Requisitioning Food Detachments Operating on Railway and Water Routes," developed in the elaboration of points 40, 44, 42, and 43; Decree No. 4 "Decree on Mandatory Barter in Grain-Producing Rural Areas" — based on point 6; Decree No. 5 "On Fixed Prices for Bread, Harvest of 1948" — based on points 4, 2, 3; and No. 6 "Confirmation of Decrees on Dictatorship, Repressions, etc."

All decrees and measures on food issues were discussed at the meetings of the Sovnarkom from August 3 to 6 and published in print from August 4 to 8. The first four decrees are preserved in the materials of the Sovnarkom in two versions, and almost all have Lenin's corrections and signatures.

We publish the first four decrees as an appendix to Lenin's theses. It is interesting to note that initially, the first three decrees were published only with the signature: "Chairman of the Sovnarkom, Lenin" (see "Izvestia of the VTsIK" No. 466, August 6, 1948). The decrees were reprinted with several signatures on August 13 ("Izvestia of the VTsIK" No. 472). According to the materials of the Sovnarkom, this circumstance can be explained by the fact that after the Sovnarkom meetings and the editing of the decrees according to the amendments made at the Sovnarkom, the decree was sent to Lenin for review, who then signed it and sent it to print. The Sovnarkom materials also contain copies of the decrees retyped on a typewriter without any corrections and signed by all the commissars. Decree No. 5 "On Fixed Prices for Bread" is not preserved in the Sovnarkom materials, and we publish only the protocol resolutions of the Sovnarkom on this issue, in the formulation of which Lenin undoubtedly participated (see p. 428).

Regarding Document No. 6, developed on the basis of Lenin's theses, no materials are preserved in the Sovnarkom protocols. From the protocol, it is only clear that on the issue of "confirmation of decrees on dictatorship, repressions, etc.," it was decided to "refer to a commission consisting of Milutin, Svidersky, and Khmelnitsky." In "Izvestia of the VTsIK" No. 468, dated August 8, an appeal from the Sovnarkom to all workers under the heading "To the Struggle for Bread" was published, which in essence confirms the decrees on dictatorship, the fight against speculation, etc. The measures listed in the appeal are a development of the seventh point of Lenin's food theses.

This group of materials related to the food theses also includes notes and draft proposals from the Sovnarkom meetings on August 3 and 5 (see p. 724 and p. 427).
