For the purpose of establishing firm order and lawfulness in the actions of barrier requisition detachments, all without exception such detachments must strictly fulfill the following prescriptions:

Each detachment, upon proceeding to inspect baggage and cargo conveyed by passengers, must present a certificate from the appropriate organ that has authorized it to conduct inspection and requisition of cargo.

The commander of the detachment must present such a certificate to the representative of the railway or water-transport workers' organization, and in the case of the absence of such a representative, to the senior railway agent of the traffic service (senior conductor, etc.) or senior agent of water transport (steamship commander, etc.).
