Call Muralov to read this telegram and order the arrest of the bribe-takers—
Lenin.
1 II. I. Muralov was commander of the troops in the Moscow Military District.
2 The matter concerns a telegram from Gorbunov, head of the combat detachment tasked with guarding the Kursk–Nizhny Novgorod railway line, who informed Lenin that a group of Austrian prisoners, being transported to Moscow without proper documentation, had been detained by him on the night of August 2nd and escorted to Moscow—only to be re‑detained a few hours later at Serpukhov station, where the detainees presented documents issued by the Civil Commissariat authorizing their entry into Moscow. For each prisoner, the Commissariat had charged one ruble for issuing these permits.

In light of the Commissariat’s violation of the decree governing entry into Moscow, Gorbunov sought guidance on the extent of his authority in such cases.
