I propose concentrating forces on the Yelets district, where, according to a number of reviews and the testimony of the People's Commissar for Internal Affairs Pravdin, who audited this district, the situation in terms of stifling the kulaks and organizing the poor is exemplary.
Direct immediately, with maximum speed, to the Yelets district, all food, harvesting, and harvesting-requisition detachments, with a maximum of threshing machines and devices (if possible) for rapid drying of grain, etc.1
Give the task - to clear the district of grain surpluses completely.
Probably, this will yield several million poods of grain (in my opinion, more than 6 million poods).
First, direct the maximum of forces to those 12 (out of 21) volosts of the district, where, according to local people, the organization of the poor is the best, and especially to the former landlord estates taken into account.
Do not skimp on bonuses for the rapid harvesting and delivery of grain, allocate immediately up to 50 million rubles for this (to issue bonuses to volosts and villages, in the form of machines, allocations for schools and hospitals, and in general, mainly for such purposes). Give maximum bonuses for the delivery of all grain surpluses, average for the large general delivery, etc.
Launch a mass agitation among the workers of the starving gubernias (and among the starving peasants as well): on a campaign to the harvest in the Yelets district!
