Everything you write in your recent letters is absurd to the point of being supernatural.
To continue the "former" policy of non-severance with the Entente after Onega1 is ridiculous. One cannot make a woman with a child innocent again.
It is also ridiculous to call what we are doing—continuing to maneuver—intervention or aid, as we are allowing the Germans to take what the Entente has already taken, thereby complicating and delaying the Anglo-American-Japanese strangulation of Russia.
Not knowing the facts and not having thought them through, you have made a mistake with the memorandum, etc. If you wish to insist on it, submit a statement to the Central Committee. Until you submit your statement to the Central Committee, until the Central Committee accepts your resignation, until a replacement is sent to you, and until he arrives, of course, as a party member (as you yourself write), you will fulfill your duty.

Resolution
The Council of People's Commissars, in its meeting on August 3, decided:
to allocate to the People's Commissariat of Agriculture a credit from the State Treasury funds in the amount of 50,000,000 rubles (fifty million rubles) for loans to local executive committees for the needs of land departments, as well as for the organization and support of agricultural communes.
