1 Lenin’s telegram is a reply to a telegram from V. P. Nogin of August 1, 1918, from Saratov, reporting on the grave situation in the city and gubernia in connection with the Czechoslovak revolt, kulak
uprisings, poor organisational and propaganda work among
the population, especially the peasantry, the need to send from the Centre
one or two workers for Party work and some with newspaper experience,
and also to send *Pravda*, *Izvestia*, *Bednota* and newspapers in the Tatar
and other local languages.
