TELEGRAM TO V. I. LEDOVSKY

The decisions of this collegium are binding on all bodies
dealing with transport matters, regardless of the department
to which they belong.
The collegium is responsible before the Supreme Council of National Economy and before the Council of People's Commissars.
This draft was written and proposed by V. K. Vladimirov at a meeting
of the Council of People's Commissars on June 20, 1918, based on the report of M. D. Bonch-Bruevich "on the return of the management of highways and water transport to the jurisdiction
of the NKPS."

What happened with the
Railroad
Provisioning
Congress?

Lenin evidently has in mind the results of the All-Russian
Railroad Provisioning Congress (mainly representatives of railroad cooperatives), convened in Moscow to resolve the issue
of food supply for railroad workers and employees (from June 19 to June 26, 1918). The congress was preceded by a series of railroad
strikes, arising under the influence of Menshevik and SR agitation on
the basis of the difficult food situation in the country. These strikes
took place in the context of extremely strained relations between a part
of railroad employees and representatives of Soviet power on the railroads.
The struggle of the anti-Soviet-minded part of railroad
employees against the policies of Soviet power also took place at the congress sessions,
especially in the first days of its work. By the end of the congress's work, under the influence
of revolutionary-minded representatives of the railroad proletariat,
the resistance of the anti-Soviet part of the employees was broken: the congress
adopted resolutions that corresponded to the interests of the proletarian dictatorship.
Lenin's note to Nevsky was evidently written at one of the sessions of the Council of People's Commissars.

[I ask] I demand that you be sure to indicate specific cases, dates,
and names of the violations you mention.
